Study in Canada
What Is a Canadian Study Permit?
A study permit is an immigration document that allows eligible foreign nationals to study at designated learning institutions in Canada, subject to applicable conditions.
Most foreign nationals planning to undertake a program of study lasting more than six months require a study permit, although exemptions and special rules may apply.
A study permit is not itself a travel document. Depending on nationality and circumstances, a student may also require a temporary resident visa or an electronic travel authorization.
Important: A letter of acceptance does not guarantee study permit approval.
IRCC independently assesses whether the applicant meets the applicable requirements, including financial support, admissibility and temporary residence considerations.
Study Permit Eligibility
What Are the Requirements for a Canadian Study Permit?
Study permit applications are assessed against the relevant immigration requirements and supporting documents.
Designated Learning Institution
Most applicants need a valid letter of acceptance from a designated learning institution (DLI). The institution and program should be checked before applying.
Proof of Financial Support
Applicants generally must demonstrate sufficient funds for tuition, living expenses and transportation, considering accompanying family members where applicable.
Clear Study Plans
The proposed program, educational background, employment history and reasons for studying may be relevant to the application.
PAL, TAL or Exemption
Most applicants need a provincial or territorial attestation letter. Certain applicants are exempt under current rules.
Temporary Residence Requirements
IRCC considers whether applicants meet applicable temporary residence requirements, including their intention to comply with Canadian immigration law.
Identity and Background
A valid passport, immigration history and applicable medical, criminal or security requirements may form part of the assessment.
Choosing an Institution
Why Does DLI and Program Selection Matter?
A designated learning institution is a school authorized to host international students under Canada’s applicable international student rules.
However, studying at a DLI does not automatically make every program eligible for a post-graduation work permit.
Before making an educational commitment, prospective students should consider program duration, institution designation, PGWP eligibility and any applicable field-of-study requirements.
Discuss Study Permit EligibilityBefore Choosing a Program
- Verify the institution’s DLI status
- Check whether the specific program is PGWP eligible
- Understand tuition and living costs
- Confirm the intended study duration
- Consider language and academic requirements
- Review immigration rules for accompanying family
Study permit and PGWP eligibility are separate legal assessments.
Important 2026 Requirement
Do You Need a Provincial Attestation Letter (PAL/TAL)?
Most study permit applicants are required to include a provincial or territorial attestation letter confirming an available place under the applicable student allocation.
PAL/TAL for Many Applicants
Many post-secondary study permit applicants must obtain a valid PAL or TAL through their designated learning institution.
The letter generally needs to be valid when the application is submitted. A letter from a previous allocation year may not meet the current requirements.
Public Master’s and Doctoral Programs
Starting January 1, 2026, applicants for qualifying degree-granting master’s or doctoral programs at public DLIs are exempt from the PAL/TAL requirement.
Other exemptions may apply, including certain primary and secondary school applicants and specified circumstances.
Quebec applicants: Quebec has additional requirements involving the Quebec Acceptance Certificate (CAQ). The applicable Quebec rules must be checked separately.
Being exempt from a PAL/TAL does not mean an applicant is automatically exempt from all other study permit requirements.
Check IRCC PAL/TAL Requirements →Proof of Financial Support
How Much Money Is Required for a Canadian Study Permit?
The required amount depends on the number of family members, where the student will live, the application date and applicable IRCC rules.
Applicants generally need to demonstrate sufficient financial resources for tuition, living expenses and transportation.
IRCC publishes living expense requirements that may change over time. Quebec applies separate financial requirements.
The availability, origin and supporting documentation of funds may also be important to the application’s assessment.
Check Current IRCC Financial RequirementsFinancial Evidence May Include
- Tuition payment records
- Bank statements and financial history
- Education loan documentation
- Scholarship or funding letters
- Financial sponsor information, where applicable
- Evidence explaining the source of funds
The appropriate financial evidence depends on the applicant’s circumstances and IRCC instructions.
Application Preparation
Study Plans and Supporting Documents
A well-prepared application accurately explains the applicant’s circumstances and includes the documents required by IRCC.
Academic and Institutional Documents
- Letter of acceptance
- Previous educational records
- Relevant language test results
- PAL/TAL or evidence of an exemption
- Applicable Quebec documents
Financial Documents
- Tuition and payment evidence
- Available funds documentation
- Education loan or scholarship records
- Relevant sponsor financial records
- Transportation and living expense planning
Immigration and Personal History
- Passport and identification
- Previous immigration history
- Study objectives, where relevant
- Employment and education chronology
- Additional IRCC-requested documents
Study plan considerations: Where a study plan or explanation is appropriate, it should accurately address why the proposed education makes sense in the context of your academic, employment and personal circumstances.
There is no single letter or document that guarantees study permit approval.
After Graduation
Can You Apply for a Post-Graduation Work Permit (PGWP)?
Some international graduates may qualify for an open work permit after completing an eligible Canadian study program.
PGWP eligibility depends on the institution, study program, study history, application timing, language requirements and applicable field-of-study rules.
PGWP-Eligible Education
Attending a DLI is not sufficient on its own. The institution and specific study program must meet applicable PGWP eligibility rules.
Language Requirements
Many PGWP applicants must provide qualifying English or French language test results. The required level depends on the educational credential and relevant rules.
Eligible Programs and CIP Codes
Field-of-study restrictions apply to some graduates, while certain degree programs and other applicants may be exempt. The specific program and relevant application dates must be reviewed.
2026 note: IRCC has stated that eligible PGWP fields of study will remain unchanged during 2026. Other eligibility conditions continue to apply.
A study permit does not guarantee PGWP eligibility, employment or permanent residence.

Study Permit Extensions and Refusal Concerns
Study Permit Extensions
If additional time is needed to complete studies, an extension may be required before the current authorization expires.
Applicants should consider processing deadlines, current status, academic enrolment, funding and any applicable attestation letter requirements.
Discuss an ExtensionStudy Permit Refusals
A refusal should be assessed using the decision letter, previous forms, supporting documents and any available information explaining the decision.
The appropriate next step depends on the reasons for refusal and the applicant’s circumstances. A new application or reconsideration does not guarantee a different result.

Frequently Asked Questions
Canadian Study Permit FAQs
Common questions about eligibility, tuition, financial support, PAL/TAL documents, PGWPs and study permit applications.
What is a Canadian study permit?
A study permit is an immigration document authorizing eligible foreign nationals to study in Canada under specified conditions. Most people planning studies longer than six months need one, although exemptions apply.
Do I need a PAL or TAL for a study permit in 2026?
Most applicants need a valid provincial or territorial attestation letter. Certain applicants are exempt, including eligible master’s and doctoral degree students at public DLIs beginning January 1, 2026. Applicants should confirm their category before applying.
How much money do I need to apply for a study permit?
Applicants generally must show sufficient funds for tuition, living expenses and transportation. The amount depends on family size, destination, application date and current IRCC requirements. Quebec applies separate rules.
Does admission to a DLI guarantee study permit approval?
No. Admission to a designated learning institution does not guarantee a study permit. IRCC separately assesses the applicant’s immigration eligibility, documentation, finances and admissibility.
Will I qualify for a PGWP after studying in Canada?
Not automatically. PGWP eligibility depends on the institution and program, study and application history, applicable language requirements and, for some graduates, field-of-study restrictions.
Can I extend my study permit while in Canada?
Eligible students may apply to extend their study permits when additional study authorization is needed. Applicants should review their permit expiry, program continuation, supporting documents and current IRCC conditions before applying.
Can Brookside help after a study permit refusal?
Yes. Brookside can review the decision letter, previous application information and supporting documents to discuss potential concerns and possible next steps. No different outcome can be guaranteed.
How much does study permit representation cost at Brookside?
Brookside’s published starting professional fee for a study permit application is $1,000 CAD. PGWP applications start at $350, and study permit extensions start at $400. Applicable taxes, government charges and third-party expenses are additional.
Can I apply without hiring an immigration consultant?
Yes. Using an immigration representative is optional. Applicants may prepare their own applications. Brookside also offers limited-scope application reviews for eligible, substantially prepared temporary residence applications.
Does hiring an RCIC guarantee a study permit?
No. Hiring an RCIC does not guarantee application approval, a PGWP, employment, permanent residence or faster processing. IRCC makes decisions under applicable immigration requirements.
